5. SOURCES OF CORRUPTION AND BRIBE-TAKING

So, what are the roots of the corruption? Economic problems, political or legal and moral? The answer on this question has been monosemantic. The majority - about 40% of responders in each group investigated have answered that corruption is the consequences of economic problems. Besides that, each third businessmen and adult citizen have said that corruption is the political notion. Office workers and representatives of law-enforcement bodies tend to link with and seek sources of corruption in moral decrease.
 
We have proposed hypothesis that corruption in Kyrgyzstan has its historical roots. In order to prove the hypothesis there were analyzed answers on the following question: what are the reasons of corruption in Kyrgyzstan to your opinion? In the scale of answers there were proposed 18 variants, among which there was scale corruption has historical roots.
 
First eight from the number of main reasons, expressed in four groups, are given in the figures 7, 8, 9, 10.

Question: What are the reasons of corruption to your opinion?
 
As shown in the above-presented figures, the opinion of population is close to the opinion of businessmen, and opinion of office workers - to the opinion of law-enforcement bodies. Answers of these two groups differ in three positions very much. So, as a main reason of corruption, businessmen and population say current crisis in the country (12%correspondingly), while office workers and law-enforcement bodies put on first place extremely low salaries of governmental workers (14% and 17%).
 
Then, all groups investigated, with smooth difference, identify as main reasons: general weakness of governmental authorities, corruption of top managers of the government and permissiveness of authorities to the corruption.
 
Hypothesis that corruption in Kyrgyzstan is traditional, from ancient times coming way to solve problems, has not been proved. Only 2,6% population agree with this statement.
 
Hence, citizens of the Republic do not consider corruption as traditional, coming from ancient times way of problems solution. There is public opinion that primary reasons are in the current economic situation of the country, general weakness of the governmental authorities, permissiveness of authorities to corruption and corruption of the top governing bodies of the country.
