1. METHODOLOGY OF INVESTIGATION

The investigation covered 2100 responders among the following groups:
 
Population 1200 responders throughout the Republic. For the selection there was used method of stratification incidental selection. Population was stratified according to the territorial-administrative division, type of location and sex. Selection of households was conducted by means of route selection. Results obtained are represented at the level of the Republic, North and South of the country. The field of selection mistake comprises 2,5%.
 
White-collar workers (office workers) 300 responders in Bishkek city. We developed general totality of main organizations, in which there was distribution of white-collar corruption. The questioning included the following structures: Jogorku Kenesh, Administration of President of the Kyrgyz Republic, Personnel of Prime-Minister of the Kyrgyz Republic, all ministries, raion and city administration of Bishkek city. During selection of responders there were taken into consideration different stages of managerial stairs. Direct selection of interviewees was conducted in incidental way.
 
Law-enforcement workers 300 responders in Bishkek city. In general totality there were included: judges and juridical executors of Bishkek city and Chui oblast, workers of raion and city office of public prosecutor of Bishkek city, workers of the Ministry of Internal Affairs, Department of Internal Affairs and Raion Department of Internal Affairs and teachers-lawyers of the leading high education institutions of the Kyrgyz Republic. During selection of responders there were taken into consideration different stages of managerial stairs. Direct selection of interviewees was conducted in incidental way.
 
Businessmen 300 responders in Bishkek city. The general totality included the main spheres of business (services as well as industry, trade), which potentially encounter notions of corruption in governmental structures. In the selection large-scale, medium-scale and small-scale working businessmen and entrepreneurs are represented.
 
Questionnaire
 
For conduction of the investigation there were developed four questionnaires: Questionnaire of Population, Office Worker, Law-Enforcement Workers and Businessman. In the development of questionnaires organizations, which encounter in their activities with corruption, took participation. Project of questionnaires was submitted to the approval of the Department for Organizational Crime and Gangsterism Prevention and Manager of UNDP Project in Kyrgyzstan Crime Prevention.
