5.1. Institutional Development

- In 2002 forestry of Kyrgyz Republic marked its 55 anniversary;
- In 1947 by the Resolution of the Council of Ministers of Kyrgyz Republic from 4 April 1947 No490 there was organised the Ministry of Forestry of Kyrgyz Republic;
- From 1953-1960 - Central Administrative Board of Forestry and Shelterbelt Forest-growing of the Ministry of Agriculture of Kyrgyz Republic;
- 1960-1966 - Central Administrative Board of Forestry and Nature Protection under the Council of Ministers of Kyrgyz SSR;
- 1966-1988 State Committee on Forestry under the Council of Ministers of Kyrgyz SSR;
- 1988-1991 Production Association KyrgyzLes (Resolution of the Council of Ministers of Kyrgyz SSR from 9 August 1988, N283);
- From 1991-1992 Committee on Forestry under the Council of Ministers of Kyrgyz Republic (Resolution of the Council of Ministers of Kyrgyz SSR from 25 March 1991, N88);
- From 1992-1994 State Forest Inspection under the Government of Kyrgyz Republic (Resolution of the Government of Kyrgyz Republic from 7 April 1992, N137);
- From 1994-1995 Chief Directorate on Forest under the State Committee on Protection of environment of Kyrgyz Republic (Resolution of the Government of Kyrgyz Republic from 16 February 1994, No 71);
- From 1995-2000 State Agency on Forestry under the Government of Kyrgyz Republic (Resolution of the Government of Kyrgyz Republic from 24 May 1995, N188);
- From 2000-2001 Department for Forestry Development of the Ministry of Ecology and Emergency of the Kyrgyz Republic (Decree of President of Kyrgyz Republic from 28 December 2000);
- In 2001 the State Forest Service of Kyrgyz Republic was organised (Decree of President of Kyrgyz Republic from 25 November 2001, No 342);
 
Until 1947, the main direction at Northern Forestries (coniferous) was industrial storage of timber, and (State) timber industry enterprises were functioning, including Forest Departments, dealing with forests rehabilitation. However, they were low-powerful and had no significant influence on forests rehabilitation. During the period from 1931-1943 (State) timber industry enterprises planted 3387 ha, but because of absence of experience of forest cultures growing, at 1943 after undertaken inventory there were only 1142 ha of such forest cultures left. Leadership of (State) timber industry enterprises was guided by recommendations on growing forest cultures for European Part of USSR, at alpine area there were planted oak, ash-tree, maple, lime-tree and others. All these non-stratified introductants perished.
 
From 1947, after establishment of the Ministry of Forestry of Kyrgyz SSR the main direction of forestry became rehabilitation of forests across entire territory of Kyrgyz Republic, and during the period 1950-1999 there have been transferred 58 thousand ha to the area covered by forest.
 
During 55 years of activity of the independent organ, there were five Leaders.
 
During 1947-1953 (Minister - Mr. Abdymanapov Sadyk Abdymanapovich) was a period of forming structural subdivisions of forestry, collection of uncoordinated forest enterprises into a one ministry. There were organised 25 forest enterprises, started production of forest cultures and laying of nurseries.
 
During 1953-1971 (Chief Mr. Chebotarev Ivan Nickolaevich) forest cultures and nurseries were further developed. This time final harvesting of forest was stopped. Protection of forests from unauthorised fellings was provided. There was constructed Achinskyi fruit-processing plant. Works on afforestation launched. Logged lands around Tokmok town were developed, deforestation and planting of greenery was started along shores of Issyk-Kul lake, the state reserve Sary-Chelek was organised, works on protective afforestation started, a service for supervision over hunting was established.
 
During 1971-1985 (Chief Mr. Bekbaev Jekshenaly Bekbaevich) there was undertaken a deforestation of the airport Manas, cadres for forestry were trained. There was a lot of attention given to organisation of nature conservation objects. There were also organised Kyrgyz National Park Ala-Archa; Besh-Aralskyi, Narynskyi State Reserves; two package reserves Ak-Suiski and Talasski; ten forest reserves, 23 botanical, 17 geology, 18 hunting. A Service for Hunting enterprise was organised Chief Administration of Hunting Enterprise and Protection of Nature.
 
During 1985-1996 (Chief Mr. Musuraliev Turatbek Sultanovich) there were adopted Forest Code of Kyrgyz Republic (1993), National Programme Les. Under his guidance were organised SNNP Kyrgyz-Ata; Ala-Bukinsky, Tyupski, At-Bashinski, Aktalinski, Liailiakski Leskhozes. In 1995, an International Conference was conducted on nuciferous forests.
 
During 1996-2000 (Chief Mr. Rustenbekov Janysh Sultankulovich) by the KR Government Resolution from 15 April 1997, No226, lands of the State Forest Fund were withdrawn from the long-term rent, adopted New National Forest Policy, Les Program was approved, new Forest Code was adopted (1999), the Concept for Development of Forestry of Kyrgyzstan till 2025 was developed. Also, there were organised Kara-Burinskyi, Bakai-Atinskyi, Tonskyi, Kochkor-Atinskyi Leskhozes, Nature Parks Karakol, Chon-Kemin, Issyk-Ata Forest-Hunting Enterprise.
 
From May 2000 (Chief Mr. Musuraliev T.S.) were established State National Nature Parks: Salkyn-Tor, Saimaloo-Tash, Forest enterprise Arkinskyi. In 2000, an International Conference was conducted on problems of Archa (juniper) forests; Congress of Forest Rangers of Kyrgyzstan, the State Program Les was adopted, the State Forest Service of Kyrgyz Republic was established.
