[08.02.23] International Helsinki Federation for Human Rights Appeals to Askar Akaev

The International Helsinki Federation for Human Rights (IHF) sent an open letter Friday to President Askar Akaev listing a number of serious irregularities in the conduct of the last Sunday's Referendum. The letter cited interference when the Kyrgyz Committee for Human Rights and other NGOs monitored or attempted to monitor voting in about 30 election districts throughout the country. It said the violations of fair polling procedures included major discrepancies between the numbers of voters counted by independent observers and the official results; local authorities transporting and coercing citizens to vote affirmatively in the Referendum; university students being ordered by their authorities to vote affirmatively in the Referendum; citizens unable to vote because others had done so, using their names; and the manipulation and inflation of the numbers of absentee ballots. The IHF urged the Kyrgyz Government to address, in an open and transparent manner, many reports of election violations, and to take the necessary steps to correct official results and to bring any official to account for violators of Kyrgyz law and international standards.
