About 80 dwellers of the Kadam Company dormitory held a protest picket in Bishkek on 18 September, blocking traffic at the crossroad of the Ibraimov and Moskva streets for about an hour. They demanded to resolve their housing problems and a special meeting of the Sverdlov district of Bishkek was held in the afternoon. Head of the district administration Bakyt Kakeev promised to resolve the problem. The European Bank for Reconstruction and Development sued Kadam and a court of arbitration decided earlier in September to arrest property of the company.
