[06.11.23] Address of the Media Council of Kyrgyzstan to the President of the Kyrgyz Republic A. Akaev and Journalists of Kyrgyzstan

Dear Mr. President!
 
Dear colleagues!
 
Media Council of the republic as its first step conducted a research among mass media workers with an aim to reveal main factors that trouble the normal activity of Mass Media.
 
According to the results of the research one of such factors is significant increase of the amount of actions at law to the editorial offices and journalists.
 
We clearly understand that every citizen of the sovereign Kyrgyzstan has a right to protect his/her honor and dignity, but we also hold the opinion that this situation shouldn't infringe upon journalists' rights compared to other citizens. The most important is that it shouldn't impugn the irreversibility of democratic reforms in our country.
 
Unfortunately, the legislative initiative of the President of Kyrgyzstan on abolishing criminal liability for libel and introducing proportionate duty for filing an action against MM in its time didn't get support in parliament.
 
Therefore, basing on the trust of our colleagues-journalists and the results of the research that testify to the clear civil position of the majority of MM workers, the Media Council of Kyrgyzstan on the threshold of the Information and Print Day of Kyrgyz Republic is turning to the President of the country with a suggestion to submit to the parliament - Jogorku Kenesh again, for the third time the legislative initiative on introducing state duty for filing actions against MM and on abolishing criminal liability in the form of deprivation of liberty for libel and insult of an individual.
 
At this stage of development of Kyrgyzstan journalism we form a professional community ready for lobbying own interests and self-regulation in cooperation with the consumers of mass media production and with each other in the sphere of MM.
 
At such approach we have basis to suppose that Kyrgyzstan can become an example in Central Asia of realization of the steps in development of MM, successfully approved in the countries of developed democracy.
